Benton Institute for Broadband & Society

Bill has worked through the Benton Institute to deliver broadband planning support to communities in multiple states, including Illinois, Ohio, Arkansas and Tennessee with additional states in the pipeline.  These programs include activities in both broadband infrastructure development and digital equity and include statewide program partners, including state extension services and broadband offices.  Benton has received program funding from a wide array of philanthropy and business organizations to sponsor these programs.

Blandin Foundation
Bill Coleman was lead consultant and community coach for Blandin Foundation’s Blandin Community Broadband Program for more than a decade.  Bill was on the design team and led the community aspects of the Foundation’s Minnesota Intelligent Rural Community (MIRC) program that has been recognized for excellence by NTIA and the Minnesota High Tech Association.  He was also instrumental in creating Blandin’s Get Broadband, Community Broadband Resources and Broadband Accelerate Programs.

Through Blandin Foundation, Bill provided direct technical assistance to almost every Minnesota county to build coalitions, assess broadband infrastructure and services, create and implement strategic plans and provides ongoing assistance to the community teams.  Bill also worked with prospective foundation grantees on project development and then assisted foundation staff in grant review.  As part of the project team, Bill designed and implemented ongoing community broadband education efforts through conferences, webinars and electronic communications.

Dakota Future
Bill served as executive director of Dakota Future for seven years.  Dakota Future was the countywide, private-sector funded, economic development corporation serving Dakota County, MN. Bill’s leadership of Dakota Future resulted in Dakota County being named a Smart 21 Global Intelligent Community by the Intelligent Community Forum.  Dakota Future was a catalyst for many economic development partnerships among the multiple cities, colleges, and chambers of commerce within Dakota County as well as with state and regional organizations.

Chisago Lakes Area Chamber of Commerce

CTAC facilitated Chisago Lakes’ participation in Frontier Communication’s a America’s Best Community competition.  Seven communities worked together across multiple community and economic development opportunity areas, including broadband, housing, community marketing, recreation, and natural resources.  Chisago Lakes was one of eight finalists of more than 400 participating communities, receiving over $100,000 in prize money to be used for project development.

Aquila
CTAC worked with the economic development group of Aquila to help communities in five states assess and improve their broadband access and use.
